Not confirmed means we do not know, not that they do not have it. We can confirm a service only where we found your library in the provider’s own registry. We managed that for 32.5% of systems. For the rest, the honest answer is that we could not check — and your library may well offer all three. The fastest way to find out is to ask them.

Free, and open to more people than you would think

Several large systems give cards away to anyone in their whole state, and a handful give them to young people anywhere in the country. None of these costs a penny.

Often described as open to all Massachusetts residents. The two cross-border routes worth knowing are property ownership and working for a Massachusetts employer. Boston's separate in-person research card is confirmed free and is the realistic out-of-state route.

Look above your town

Most people know their town branch and stop there. There are usually three more layers above it, and the higher ones often carry the better databases.

Public library service in the United States is layered, and most people only ever use the first layer. A municipal library is funded by one town's own tax and usually gives the fullest rights to that town's residents. A county system is funded by a county-wide levy and typically runs branches and bookmobiles, often covering towns with no library of their own. A regional consortium or cooperative is generally not a library at all but a shared catalogue, shared interlibrary loan and shared delivery among independent libraries. A State Library is usually a government agency, serving the legislature, administering federal funding and licensing statewide databases, rather than a neighbourhood lending library, though many do issue a limited walk-in card. An independent library district with its own elected board and taxing power is a fifth structure, common in the Midwest and West. What varies by state, and should never be assumed from one example, is whether county systems exist at all, whether a town library and the county system are mutually exclusive, whether reciprocal borrowing is statewide or regional or absent, whether statewide databases authenticate by card barcode or by geolocation or by IP address, and where services for print-disabled readers sit.

Your State Library is probably giving things away

Ranked by how little you need in order to get in. The top of this list needs no library card at all. We verified 10 state-level programmes outside New Jersey; everything we could not verify is listed at the bottom rather than guessed at.

Michigan eLibrary (MeL)

Who: Any Michigan resident. This is the lowest bar of any state we checked: you can authenticate with a valid Michigan driver's licence number or State of Michigan ID card number, or simply by being on a Michigan IP address. A library card works too but is not required.

You get: AtoZdatabases, Explora, NoveList Plus, Gale In Context: Opposing Viewpoints, PebbleGo, World Book Kids, Academic Search Complete, Hobbies and Crafts Source, LearningExpress Library and eJournals via EBSCOhost. The site shows a partial list only.

How: Go to mel.org and authenticate with your driver's licence number, or just browse from a Michigan connection.

Cost: No fee is described. The pages we read do not use the word free, so we do not claim it outright.

You get: Databases, which TSLAC does not list inline on the pages we could read. Separately the TexShare Card lets cardholders borrow physical materials from more than 500 libraries across the state.

What we have not checked. We checked twelve state libraries beyond New Jersey and could not verify all of them. Rather than fill the gaps from memory, here is exactly what is missing and why. If your state is not listed anywhere on this page, that means we have not checked it yet, not that it offers nothing.
  • California: library.ca.gov returns HTTP 403 to automated requests on every path we tried. Nothing about California is published here.
  • Illinois: ilsos.gov returns HTTP 403 to automated requests. Search results repeatedly describe a 2026 statewide EBSCO programme called IRIS, said to give all Illinois residents access to 50-plus databases, but we could not open a single official page to verify it, so we publish nothing.
  • New York: NOVELny is verified, but the New York State Library's own site had a TLS certificate error, so the resident borrower's card terms and cost are unconfirmed.

The remaining states and territories have not been researched at all. There are 56 state and territory codes in the directory below and 11 state libraries verified here.

New Jersey in detail

The home state, worked through properly, because the county rule here is genuinely counter-intuitive and gets repeated wrongly everywhere else.

In New Jersey, having a town library usually means you cannot get a free county card. New Jersey library law lets a municipality that runs its own library opt out of the county library tax. Camden County's own site puts it plainly: municipalities with their own library need not pay the county library tax, and the county system lends free of charge to people in the towns that do pay it. So the county card most people assume they are entitled to is, in most counties, tied to a line on the tax bill their town does not pay. The consequences differ county by county, which is exactly why a single rule of thumb fails here.

Where a consortium does the job instead: Bergen, and parts of Essex, Hudson and Passaic — BCCLS, a consortium of 78 public libraries in northern New Jersey; Passaic, Essex and Hudson — PALS Plus, a consortium of 29 public and academic libraries across 21 communities; Gloucester, Cumberland and Salem — LOGIN, whose members honour each other's cards.

Twelve county systems are listed by LibraryLinkNJ; Morris and Cumberland also operate county libraries but are not on that list. Union and Middlesex are served by consortia (LUCC and LMxAC) whose own sites we did not read, so treat those two as unconfirmed.

Museum and zoo passes, and the catch nobody mentions

Plenty of public libraries lend free admission passes to local museums, science centres, zoos and aquariums. It is one of the best things a library card does and one of the least advertised. Availability is entirely local: it depends on what your library has negotiated, so check your own library's site rather than assuming.

A borrowed zoo membership does not travel. Reciprocity may be excluded for library-borrowed zoo/aquarium memberships. An individual or family must own the membership to receive reciprocal admissions. The Association of Zoos and Aquariums runs the reciprocal network that normally gets a zoo member discounted or free admission at other member zoos. A pass or membership borrowed from a library gets you into the institution that issued it, but it does not carry you through that reciprocal network. If you are driving three hours to a different zoo on the strength of a library pass, check with that zoo first.

Can we tell you which libraries offer Kanopy?

No, and we would rather say so than guess. Kanopy has a public JSON API at www.kanopy.com/kapi, but its searchable institutions endpoint returns academic institutions only: searching for Seattle returns 26 colleges and no public library, and searching for Brooklyn returns Brooklyn College rather than Brooklyn Public Library. Public libraries do exist in that API and can be fetched one at a time if you already know the exact subdomain, but there is no published list and no way to enumerate one without thousands of sequential requests, which we will not do. The find-your-library page is a JavaScript shell whose own lookup call returns 404.

This is why the Kanopy column in the directory below reads unknown for every library. We would rather leave it blank than fill it in with guesses.

Shared Libby collections

892 live Libby sites could not be tied to one library system, and 214 of them are consortia — shared collections that dozens or hundreds of member libraries buy into together. If your library is small, there is a good chance its Libby catalogue is actually one of these. That is a feature: you get the buying power of the whole group.
